Its predecessor, the (Japan) International Cooperation Agency (also known as "JICA"), was a semi-governmental organization under the jurisdiction of the Ministry of Foreign Affairs, formed in 1974. As of 2005 it is led by President Sadako Ogata, the former United Nations High Commissioner for Refugees. A major component of the comprehensive overhaul of Japan's ODA that the Japanese government (Diet) had decided on in November, 2006 is the merger in 2008 between JICA and that part of the Japan Bank for International Cooperation (JBIC) which currently extends concessional loans to developing countries. Since its completion on 1 October 2008, "New JICA" has become one of the largest bilateral development organizations in the world with a network of 97 overseas offices, projects in more than 150 countries, and available financial resources of approximately 1 trillion yen ($8.5 billion). The reorganized agency is also responsible for administering part of Japan's grant aid which is currently under the jurisdiction of the Ministry of Foreign Affairs and so all three major ODA components—technical cooperation, grant aid, and concessional loans are now managed “under one roof.”
New JICA will also strengthen research and training capacity in the years ahead, acting as a kind of ODA think tank, contributing to global development strategies, strengthening collaboration with international institutions, and being better able to communicate Japan's position on major development and aid issues.
The forthcoming changes will be an extension of a series of JICA reforms which began in October 2003 when it became administratively independent. The organization's domestic establishments including international centers where JICA helps train some 8,000 foreign public officials, researchers, engineers, instructors and community leaders annually in Japan are being streamlined.

Ancient times, humans have known to use soil for construction works such as canals, dikes (Egypt, Babylon, India, China, Vietnam) built the Great Wall (China), Co Loa castle (Vietnam), built the temple, tower etc.. However, knowledge of soil for construction was based on actual experience, not the method of reasoning.
In 1773, Coulomb (1736-1806), French scientists have mentioned the famous theory of shear strength of soil and calculate the wall pressure. In 1925, Terzaghi (1883-1963) published his famous book "Soil Mechanics" marked the growth of the subject of Soil Mechanics. Since then, the soil mechanic become an independent science, complete and systematic. The year of 1936 is the first International Conference on Soil Mechanics. Then this meeting is held annually every four years. Currently, the International Society for Soil Mechanic and Geotechnical Engineering (ISSMGE) is the largest organization of soil mechanics, foundation and geotechnical world. ISSMGE includes many soil mechanics and geotechnical engineering society of many countries. ISSMGE has established many different technical committees.
Subject of Soil Mechanics and Geotechnical works, Geotechnical and environmental of world and Vietnam has made great progress over the years. In Vietnam, from 1980 to now, there has been received a lot of field survey equipment, room, procedures, rules, books, magazines, information from international organizations, universities, institutes, companies, and investment projects in the country. The staffs of professional researchers in the field of Soil Mechanics, Geotechnical and Geo-technical work environment growing in quality and quantity. Although, until now, the field of Soil Mechanics and Geotechnical Engineering in Vietnam are not really commensurate with the tasks required of the practical challenges but certainly in the near future it will play a role importance in the construction field in Vietnam.

The Society has become known by its official abbreviation as the JGS.The Society joined the International Society for Soil Mechanics and Foundation Engineering in 1950 and has played a significant role on the international stage since then. It had the honor of hosting the Second Asian Regional Conference in 1964, the 9th International Conference in 1977 and the 8th Asian Regional Conference in 1988.
Japanese geotechnicians have also been extremely involved at an international level. Prof. Masami Fukuoka served as the President of the International Society for Soil Mechanics and Foundation Engineering from 1977 to1981. Prof. Kenji Ishihara also served as the President of the International Society for Soil Mechanics and Geotechnical Engineering for the period 1997-2001. In addition, Prof. Ishihara gave the 33rd Rankine Lecture of the British Geotechnical Society at the Imperial College of Science, Technology and Medicine on 24 March 1993.
